Board of Mayor and Aldermen ratify emergency declaration for the repair of Iowa Avenue
The Vicksburg Board of Mayor and Aldermen on Tuesday ratified an emergency resolution for repairs on Iowa Avenue.
The resolution states that deteriorating road conditions on Iowa create travel dangers due to the erosion caused by water runoff from recent storms.

RESOLUTION TO DECLARE EMERGENCY FOR THE REPAIR OF
IOWA AVENUE, VICKSBURG, MISSISSIPPI
WHEREAS, pursuant to Section 31-7-13(k) of Mississippi Code Annotated of 1972, as amended, a governing authority can determine that an emergency exists regarding a repair contract, so that the delay incident to giving opportunity for competitive bidding would be detrimental to the interest of the governing authority, then the provisions for competitive bidding shall not apply; and
WHEREAS, on August 29, 2022 the Assistant Director of Public Works advised the Board of Mayor and Aldermen that an emergency should be declared due to the deteriorating conditions of Iowa Avenue rendering travel on said road dangerous due to the water runoff from recent storms causing continuous erosion on the embankment which is displacing portions of both culverts and fill and the Director further advised that the poor road conditions are a danger to the safety and welfare of the public; and
THEREFORE, BE IT RESOLVED BY THE BOARD OF MAYOR AND ALDERMEN OF THE CITY OF VICKSBURG, MISSISSIPPI that pursuant to Section 31-7-13 (k) of Mississippi Code Annotated of 1972, as amended, that an emergency exists due to the deteriorating conditions of Iowa Avenue and the delay incident to advertising for bids would be detrimental to the City’s interests, and that the Assistant Director of Public Works is authorized to enter into a contract with Hemphill Construction for the emergency stabilization of the road and surrounding areas and that the emergency repair contract with Hemphill Construction shall be documented and placed on the Board minutes upon receipt from the contractor and that Hemphill Construction shall confer with TRC Engineering (engineer for the Jowa Avenue Culvert project) regarding any emergency repairs.Â
