Jacques’ reopened Monday after Sunday morning incident
The City of Vicksburg allowed Jacques’ Bar to reopen immediately after owners met with city officials following an incident the morning of June 7.
Police closed Jacques’ after an altercation inside and outside of the bar Sunday around 1 a.m. A fight started inside the business and the offender, Jacob Daniel Morgan, 30, was ejected from the premises. He then went to his car and got a gun and started firing shots into the air and tried to get back into the business.
A video of Morgan shooting his rifle as he walked down Washington Street caused quite a stir in the community.
Police arrested Morgan and two others because of the incident. All were charged with misdemeanor offenses from disturbing the peace to discharging a firearm within city limits.
Owner Jay Parmegiani met Mayor George Flaggs Jr., Police Chief Milton Moore and City Attorney Nancy Thomas Monday morning. After signing a memorandum of understanding with the city, Jacques’ was reopened the same day.
Under the MOU, Parmegiani agreed to the following:
- There will be a zero-tolerance policy for any disturbance, argument, or other conflict between guests anywhere on the premises. At the first sign of any such activity, law enforcement will be called. The offender(s) will not be released outside to go to their vehicles but will be held by security guards until police arrive. Jacques’ agrees that it will file an affidavit for the appropriate charge against the offender(s) and cooperate with the prosecution of such offender(s).
- The following stipulations apply at the location when open for events or to the public:
- The minimum age for anyone to be allowed entry at the club will be 21 years old.
- Jacques’ will be responsible for checking identification at the door for any admission to the club.
- Jacques’ will continue to provide security cameras inside the premises.
- Jacques’ will provide a minimum of five security guards when open for business and for private parties. Security officers will be stationed inside and outside, especially at closing time, to deter violent activities outside as patrons are leaving. Jacques’ will instruct its security guards to call 911 at the first sign of any disturbance.
Jacques’ signed a similar agreement Dec. 26, 2018. In light of the most recent incident, the city felt it was necessary to revisit that agreement and for Jacques’ to improve its security measures.
