VPD Arrest Man After Man Videos an Arrest

VICKSBURG, Miss. – A video posted to social media shows VPD arrested a man while filming the arrest of another person.
The video starts with two members of the VPD arresting a man. What happens prior to this is not on the video. The person filming walks up on the arresting officers saying they are choking the man being arrested. When he gets close the officers order him back. The man filming can be heard taunting one of the officers. That officer, Deputy Chief Troy Kimble, jumps up from the arrest with his hand outstretched ordering the man back. The man taunts Kimble saying, “Man, you already killed somebody, hands up. Hands up, he be killing folks. Hands up. Ya’ll see it right? He be killing folks.” Kimble continues to orders the man filming to back up. As the man backs up he continues to taunt Kimble saying “Hands up, hands up.”
The video then shows Kimble run towards the man filming and, presumably, taking him to the ground and arresting him. Chief Penny Jones clarified the man was not arrested for filming the video, but on other charges. Chief Jones has promised to update that information.
VPD Statement on the situation
Vicksburg Police Chief Penny Jones made a post on social media, in the post she said:
On Friday, January 31, 2025, officers conducted a traffic stop involving a reckless driving incident. During this stop, a second vehicle attempted to interfere with law enforcement’s efforts, leading to additional arrests. The Vicksburg Police Department is aware of video footage circulating on social media regarding the incident and understands the concerns expressed by members of the community.
We take all situations involving officer conduct seriously. The department is reviewing the circumstances surrounding this incident, as we do with all incidents that involve the use of force. While we understand that emotions run high in these situations, it is important to allow the legal process to take its course. We ask the community to avoid rushing to judgment based solely on partial recordings that do not always capture the full context of an encounter.
Our officers are trained to respond professionally under difficult circumstances. While words exchanged during tense moments can be provocative, law enforcement must remain focused on public safety and the rule of law. The best course of action for anyone who believes they have been treated unfairly is to comply with lawful orders and address concerns through proper legal channels.
As this case will proceed through the judicial system, we will not be providing further details on the evidence at this time. However, we remain committed to transparency and accountability. We encourage open dialogue and continued partnership with our community to ensure safety and fairness for all.
The Chief added this statement to the release:
This young man was not arrested for recording/video. You have a right to record if you choose to, maintain a respectable distance. There is more to what took place prior to recording this video.
